Legislation

 

Under the rules of the General Court, the Massachusetts Legislative Session runs concurrent with a legislator’s two-year elected term of office. Each new session begins on the first Wednesday of January in odd numbered years and ends at midnight of the previous night.

Legislation that has not completed the legislative process at the end of a session must be refiled for the new session, as the process begins anew. Under the MA Constitution, each properly filed bill must be granted a public hearing, in which the general public is afforded the opportunity to testify before a legislative committee on the merits for or against a bill.

The responsibility for enacting laws in Massachusetts rests primarily with the state legislature, formally known as the General Court. It is divided into two branches: a 160-member House of Representatives and a 40-member Senate. The two legislative branches work concurrently on pending laws brought before them.
